A general agent acts on behalf of the vessel owner. The protective agent acts on behalf of the charterer. Both roles can be performed in the same port call, by different agents, with distinct lines of reporting. Where the charter party allocates a meaningful share of port-call risk to the charterer, an independent protective agent typically pays for itself.
